Description:
{{BlockManager#addStoredBlock}} can cause the same block can be counted towards
safe mode threshold. We see this manifest via
{{TestHASafeMode#testBlocksAddedWhileStandbyIsDown}} failures on Ubuntu. More
details to follow in a comment.
