bq.  Since the users can easily use curl to get the delegation token through 
webhdfs API, the v9 patch no longer supports specifying webservice url, instead 
it gets the token using the RPC client. We can add this functionality back if 
needed.

Unless there is a strong compelling reason, please keep fetchdt compatible.
