Actually, I take it back. We can't do this part. The point of
{{FsAclPermission}} was to hide the ACL bit from being visible in the bit
representation. If the subclass just overrides {{toShort}} to do this, then it
defeats the purpose. I'll keep this logic in {{PBHelper}}.
