Thanks for the comments, Brandon. 2/3/4 make total sense to me, let's continue 
discussion of those on HDFS-6439.

As for #1, maybe I'm being dense, but I don't see the problem with the code you 
pointed out there. Could you elaborate a bit on what the trouble is? How is it 
that the configuration setting isn't taken?
