What we did in HDFS-4949 was to make the feature off by default, and require 
admins (or management software) to configure it in order to use it.  We could 
adopt this approach for HDFS-6581 as well.

We already know that some configuration will be required, since sysadmins need 
to set up the ramdisk.  It will never be possible to simply upgrade your 
software and immediately get HDFS-6581, since you won't have a ramdisk by 
default.  So making admins (or management software) set an HDFS configuration 
key as well seems fine.
