Follow-up Comment #1:
If you have already installed GNU Health, and faced this issue, just reinstall
Werkzeug with a version < 1.0 as follow
$ pip3 uninstall werkzeug
$ pip3 install --user --upgrade "werkzeug<1.0"
For a new installation, everything is covered in the installation instruction
and it will provide the latest gnuhealth-setup that fixes the problem.
