Thanks Stanley.
What I did was use the name of the Biblical book, specifying the chapter and verse, along with the following two topical subject headings:
 
630 04 $a Bible. $p Deuteronomy XXI, 1-9. <JTS practice is to remove the O.T.>
650  0 $a Scapegoat. <even though the book is really talking about a ceremony invovling a scapecow>
650  0 $a Murder (Jewish law)
