editor/publisher-ship of sidur

i have a sidur from 634 (1933 or 1934) with the attribution "yatsa le-or 
be-hotsa'at uve-hishtadlut Shelomoh Tsufyof", followed by "nidpas 
Yerushalay[i]m bi-shenat..." and "defus Hayim b. ha-R. Sh. ha-Levi 
Tsukerman"

some questions:
1. is the statement "yatsa le-or be-hotsa'at uve-hishtadlut" one of 
editor-ship or publisher-ship? i.e., is Tsufyof the editor or publisher 
or both? or is Tsukerman my publisher?
2. any guesses on romanization of "ts.vav.feh.yod.vav.feh sofit" 
(Tsufyof/צופיוף)? it could also be Tsofyuf/Tsufyuf/...
