"Best practice for structuring the parallel title information in the 245 is to record the Hebrew subtitle before the parallel title proper, i.e., 245 xx ‡a [Hebrew title proper] : ‡b [Hebrew subtitle] = [parallel title proper] : [parallel title subtitle] / ‡c [Hebrew statement of responsibility]." As such, your example 1 below should be followed.
