This is the correct location. Unless there is some temporary problem on the server
I confirm that the server is up and running. However, the bzr protocol uses TCP port 4155 which might be blocked on your firewall. In that case please use the LaunchPad mirror (as suggested by Jakub) which uses plain HTTPS for the anonymous access.
