app/inet.c is a configuration utility (an application), which makes use of libc's wrappers around IPC that call the actual thing in the srv/net/inetsrv service. The wrappers in libc and the actual functions in inetsrv sometimes have the same name. I recommend you use something like cscope[0] which will allow you to easily navigate the source tree and see who calls who and from what places.
