Hi,

the 'nic' tool in mainline can display link status. I had the idea that it 
could replace nicconf, but there's one catch, design-wise. 'nic' is meant to
be an administration utility - but nicconf is more of a debugging tool - it 
allows you to set things you normally probably don't want to touch (either 
parameters that would be changed by the network stack's upper layers, or not
at all). So I am not sure if I'd like to introduce the debugging features of
nicconf to nic. One alternative would be to have two utilities, one for 
standard administration, one for debugging. (Perhaps it could even be used 
to send some test traffic and such).
