I was thinking more along the opposite direction - how likely it is for
a person who already knows about HelenOS to actually start contributing
(and continue after that).

Sorry, you lost me here.

I don't see any decline of contribution to the Linux kernel because it keeps its primary Git repos on its own infrastructure and maintains only mirrors on GitHub (the same model I propose). It is the best of both worlds -- you provide all the perks of GitHub to those who prefer it while still having full control over your own master clone.
