I guess you means the problems of fitting a translated label inside the box of 
the non-translated label?
To me, it feels like just using the position of the non-translated label, with 
the calculated size of the translated label should work.

Sure it is done in the late 80s.
But I feel that by having adopted horizontal-box and vertical-box layout, we 
made it harder for the user to adjust the layout.
And kind of make mandatory for the designer, the use of programming, where 
WISIWIG is easier to use.

Note that a part of the paper is to have not really absolute positionning, but 
absolute + resize constraints positioning, mostly fixing the
problems of making the window larger than it's minimum size.
