Expected results: 'hello world' would be echoed three times. Once for
each of the three runs in a single cf-agent invocation.
Actual results:

I think I need a deeper understanding of locking and ifelapsed. Why does
ifelapsed => 0 not allow the promise to be run each and every time? I
realize that this example is trivial. In more practical policies I see
the need to have a promise verified more than once per invocation. Is
this possible?
