MSYS has a shell which although the executable is sh.exe is actually bash AFAIKT. It and mingw also have the traditional download + untar/unzip install method rather than an installer which are not allowed in secure/locked down environments. You can then add whatever cli executables you wish from whereever you wish, including GnuWin32.
