I've installed Emacs-23-CvsU080515-EmacsW32-1.58.exe (that is the
latest unpatched version). I've started Emacs without personal
settings ("runemacs.exe -q"). Then I've evaluated:
(setq tramp-default-method "ftp")
(read-file-name "Find file: " nil "C:\\Program Files\\Emacsw32\\emacs\\bin/")
In the minibuffer, I paste "/[EMAIL PROTECTED]:.ema",
and hit TAB then. Everything works fine.
Hmm. Maybe you try to start Emacs as well with "-q"?
