FWIW - I have had Emacs 24.3 on Windows 7 lock up on exit.  I trouble-shot
the problem and determined that I had a comiled module problem.  I use ELPA
and found that I had to uninstall and reinstall the ORG code.  Once I did
that Emacs 24.3 would exit normally w/o any problems.

NOTE: I _was_ sharing my .emacs.d directory between multiple OSes (Windows
7/Fedora/Solaris/CentOS/Redhat) and systems.  That ultimately proved to be
the root cause of the problem.  The compiled ELC didn't always traverse the
OSes gracefully.  Now I make sure to rebuild/compile all elisp (*.el) files
on their target systems.
