[h-e-w] How can I specify my cscope files in .emacs

Hi,

I have setup xscope in emacs 24.4.

How can I
1. have the cscope pull down menu always on, not just when I open c file.
2. tell xscope where to look for my cscope file, regardless where I open emacs?
