28.1 install/zip has el newer than elc for some files?

I think something might be a little wrong with the available downloads for 28.1?

For example in share/emacs/28.1/lisp/international kinsoku.elc is 2 seconds 
older than kinsoku.el

There are other file pairs like this, leading to the occasional warning while 
using emacs.

Are others seeing the same?
