The Emacs primitives which check accessibility are not aware of the NTFS ACL restrictions, because the corresponding Win32 APIs aren't. Testing the real accessibility of files on NTFS is notoriously hard and error-prone, due to many indirections via membership in various user groups which allow certain types of access. So Emacs punts, because we don't want to cause false negatives, i.e. disallow access to a file that Windows allows. So please don't consider what file-writable-p returns as definitive, not on MS-Windows.
