GLPK 4.60 Release Information

THIS IS A NON-OFFICIAL PRELIMINARY RELEASE.
Objective coefficient perturbation was added to the dual
simplex solver to make the solution process more numerically
stable and prevent cycling in case of dual degeneracy.
This pre-release also includes all the changes made in the
test versions 4.59.1 and 4.59.2.
The GLPK tarball can be downloaded from alpha.gnu.org/gnu/glpk via ftp
or http.
