I have just made the minibuffer-complete-cycle.el mode work. But is it possible to ignore buffers like those starting with *..*.

I read that iswitch has the option but does minibuffer-complete-cycle have something like this?
minibuffer-complete-cycle is not specific to buffers, it is generalized for any completion.
