I'm not sure what exactly you are looking for -- each of the GNUnet command-line tools ships with a man-page, which is the typical way for how one documents a console-only environment IMO. So I really am not sure what kind of docs are missing for you (OK, maybe TeXinfo would be more GNU-ish ;-)).
