[Help-gsl] gsl-config

I have gsl 1.6.2 installed via rpm.  I also have another program with 
source, in which the configure prog wants to query gsl-config.  Well, I 
do not have a gsl-config, so I cannot build the prog.  How is gsl-config 
built?  Should it have come with the rpm file or created during the rpm 
install?  How am I to get a gsl-config?
