Hi all,

I've managed to build gsl-2.5 dlls for windows 10 by cross-compiling on my
ubuntu install using MXE <https://mxe.cc/>. I had to do this for my
masters' teaching lab, as well as colleges affiliated with my university,
all of whom only have windows machines. Details are given below

I tried to use the methods linked to at the gsl website (@
https://www.gnu.org/software/gsl/extras/native_win_builds.html) but failed
for various reasons.

If my way is deemed useful or worthy, then perhaps I could create a git
page for this and have it linked from the gsl website?
