Sorry for the delay in debugging this -- I'm not sure exactly how it happened, but somehow HAVE_LANGINFO_CODESET didn't end up being defined so the code figuring out which locale it was running in didn't work and just returned ASCII. I'll get a 1.39 out with a fix for this shortly.
