announcements of new releases?

Are new releases announced here? If not, is there another list for that purpose?

I am about to release a set of makefiles which requires a patched version of version 3.80 which fixed problems in eval().
I do not find a download link to a Gnu make version beyond 3.80 so will need to bundle my patched copy for now I guess.
