Ah right.  That's a bug that was fixed since 3.82 was released.  Works
now in the current latest sources:

$ cat Makefile
.SECONDEXPANSION:
all: $$(shell echo prereq\;)
        @echo hi

$ ~/src/make/make-rel/make
make: *** No rule to make target `prereq', needed by `all'.  Stop.

But Philip's solution works as well as you point out.
