The GNU project doesn't provide binaries for any platform; it only provides source code. I've never tried to cross-compile for Windows but presumably you still need Windows runtime software to do that, and those runtimes are not freely licensed. There are other groups who will create and make available binaries for Windows. Perhaps they will reply here with pointers. Cheers!
