only de_DE yields German
I still get English. (With both CVS and 4.8.)
fr_FR is French however

And I have a <gnu>/share/locale/de/LC_MESSAGES/texinfo.mo file.
Since I don't know the *exact* locale on the destination computer,
this means that I cannot distribute reliable German Texinfo manuals.
Pregenerate the output. Without reliable locale names, any kind of
translation, whether based on LANG or @documentlanguage, is hopeless
anyway.
