[help-texinfo] Funky Spacing in Pdf document

Hello,
 
There seems to be no rhyme or reason to the spacing in my document; sometimes 
there is an unwanted half page space; sometimes (again unwanted) none.
 
Is there a setting or flag that I can use to control this issue please?
