I think everybody agrees that having to install texinfo.tex separately is a pain. However, I do not think that it is possible to do otherwise, as the TeX installation setup dictates what can be done, and it does not follow the GNU way -- I believe it predates the GNU way. In addition TeX/LaTeX by itself is a very big piece of many softwares. What would be the other issues associated with texinfo installation? -- Pat
