After rereading section 3.1 (Notify) of the BaseN spec, I believe the
wsnt:NotificationMessage element is only meant for use within wsnt:Notify. This
explains why it is not defined as a GED. When sending an unwrapped (Notify =
false) notif, only the raw message should be sent.
