Resolution: Fixed
Added a method to TopicUtils called initNotificationProducerProperties(...)
The method initalizes the ResourceProperties for Topic, TopicExpressionDialects
and FixedTopicSet
I also ensured we do not generate those rp's in the Resource.init so the user
won't implement them
