proposal to release a 1.0-beta version of Hermes

I propose we cut a 1.0-beta release. This release would be functionally 
complete and stable. The next 6-8 weeks will be spent writing 
documentation, expanding unit test coverage, and fixing bugs, in 
preparation for a 1.0 release in mid July.
