Navicat is known for their Oracle product but the Lite version for
Postgres hits the spot for me.  It doesn't have the System
Administration features you're looking for but day-to-day SQL
statements and schema change (if you just wanted to test index changes
and such) is just fine.

Otherwise, the postgres prompt works really well too.
