I think the following line: /usr/local/lib/ruby/gems/1.9.1/gems/heroku-1.13.1/lib/heroku/commands/pg.rb:8:in `<class:Pg>': uninitialized constant Heroku::Command::Pg::Help (NameError)
gives away that the culprit could be the PostGres gem. Makes sense too since it's one of the things Heroku uses but you don't usually need it in your development environment. You should probably check to see if it's correctly listed in your Gemfile. Hope that helps.
