Second that. Two galvanized steel pipes are all you need. One doesn't have to 
be 3' if you just rest it on the ground. You control the curvature of the bend 
(the width of the "staple") by the length of exposed rebar when you do the bend.

Oh, is it clear you want both "legs" of the staple to be the same length? Candy 
canes are just a bad idea.

It's more trouble ensuring that the rebar is the right length than it is doing 
the actual bend. You'll be amazed…
