Some 11 cases of land improprieties totalling almost RM38 million had
occurred during the tenure of former chief minister Koh Tsu Koon last year.

This was disclosed in the Auditor General's Report 2007, released two weeks
ago.

In one case, a piece of land belonging to a church - worth RM32.8 million -
was misappropriated through the use of a false court order and transferred
to an undisclosed individual.

The AG's report also exposed various documentation frauds, including the
falsification of court orders, grants of probate, land title registrations,
signatures and beneficiaries' letters of authority.

"The falsifications and subsequent land deals were all carried out without
the knowledge of legitimate landowners," lamented the report, much of it is
based on findings of an internal investigation by the Land and Mines Office.

According to the investigation, information in the Land and Mines online
databank had been tampered with.

The report stressed on the lack of safeguards for legitimate landowners, who
are being victimised by false documents.

There were discrepancies in the entries of the counter logbook for incoming
applications and the eventual verified documents that are issued by the Land
and Mines offices.

Resolve issue 'once and for all'*

These startling disclosures has lend credibility to the present Pakatan
Rakyat government's contention that all was not well during Koh's rule.

AG's report, said Chief Minister Lim Guan Eng (*photo, right*) today at a
press conference in Georgetown, "had rocked the state government's financial
strength to its core."

Lim asked Koh to assist him to *resolve the

acting Gerakan president was not guilty of any
wrongdoings".

"Otherwise, we shall draw our own conclusion," Lim said, who was accompanied
by deputy chief minister P Ramasamy (*photo, left*) at the press conference.

Lim and Koh had a *televised

alleged land scam last month.

Lim also called on former deputy chief minister Abdul Rashid Abdullah - who
was in charge of land portfolio - to help in getting to the bottom of the
matter.

During the last state legislative assembly sitting, Teluk Bahang
assemblyperson Dr Hilmi Yahya apologised for his error in a land deal in
central Seberang Perai when he was deputy chief minister, and was in charge
of overseeing the land portfolio between 1999 and 2004.

Hilmi's 'error' was estimated to cost the present state government at least
RM40 million in compensation.

Lim also demanded to know why Koh did not act against those involved in the
botched land deals.

"We are curious on the previous government's lethargy to punish those
responsible for such crimes," said Lim.
