Hello Pawel, We recently added a functionality to the CMS (version 6.05.04+) that enables a user to publish the properties of a folder. This is done by the button "Publish folder properties" in the documents perspective. When the button is pressed all hippo-namespace properties are copied, and if they already exist updated, from the preview to the live(www) repository tree. Please note the button is only visible when the folder actually already exists in the live-tree, because otherwise the button would not have any effect.
Regarding the question about publishing empty folders: Yes, I think the only way to publish such a folder is to create a document inside it and publish that document (you also have to edit it, because you can only publish the document if it is edited at least once). As far is I know, deleting the document will also result in the deletion of the empty parent folder, so there has to be at least one published document inside a folder at all time. In my case folders build a structure of a tree, their relative paths are staticly mapped to real URLs using XML, and their properties (eg. labels) are customized by a CMS user.
