In CMS 7 the only action you can do on a published document is to unpublish. Other actions are available if a document is unpublished. If you want this same behaviour in CMS6 you'll have to modify the reviewed actions workflow [1]. For the renameDocument function this check already exists and you can see its condition in [2]. Renaming a document is only possible if a document is unpublished.
