Regarding RFC5202-bis, the two main issues still alive are:
1) the question of NULL encryption as a MUST to implement (discussed here:
http://www.ietf.org/mail-archive/web/hipsec/current/msg03888.html)
and also on the saag list.

2) cleanup of IANA issues (issue 44 in the tracker:
