If you are an NSH member, you may be able to get your needed controls from the Control Tissue Bank. The "request" form is on the NSH website (www.nsh.org ). The bank is maintained by the Quality Control Committee. You can find contact info for the QC committee chair on the NSH website also. It is a free service for members and they would love to receive control tissue from you as an exchange.
