Usually counting is done by a trained histotechnologist. Some companies, like 
Abbott, have training/certification programs.
A pathologist always has to interprete the results, and sign the case.

Does anyone know what are the requirements or qualifications for people to
be able to read HER 2 FISH slides?  Does it have to be a pathologist? 

Are there any courses/training available for this?
