I have known some really crummy MD's too but I still wouldn't want to go to a physician that couldn't pass his boards. I sympathize with the person that didn't pass the exam and that doesn't make him a poor histotech just not one that gets the HT (ASCP) after his name and not eligible for the same pay scale as that of a registered tech.

Duh - no. In my opinion, merit increases should be based on merit - not documentation. If he's not eligible, he's not eligible. Does your management increase pay based on certification?
