This was already in OSM.org. Loaded the area, and filtered on 
start_date/end_date tags. Copy/pasted into a new layer. Changed the API end 
point setting. Uploaded.

MapBox has a nice tutorial on using filters. To manage editing with osm.org and 
ohm.org, probably a good practice to create some shortcuts which load different 
preferences files.

Next, I want to create two tile sets, one for 2008, another 2009.

First, involves using osm2pgsql with a style file that includes 
start_date/end_date. How is planet dump and osm2pgsql being handled currently? 
On cron or manually?
Then, want to generate mapnik xml which will add the date filter to every 
query. Maybe start off by just two static mapnik xml (or more, for whatever 
other time frames we all are testing with). And configure mod_tile and the 
osm_website app to make have those tiles available in the layer chooser.
Later, set up mod_tile to pass along start_date and end_date parameters from 
request.
