My guess... if anyone wants to dig in... : ) I believe the place to look is in the first line of the crontab for www-data.
There's a replication process there that pulls data out of our core apidb and then creates the minutely diffs. There's a different process that grabs these diffs and adds them into the tileserver postgis database. And, then there's a process that looks to see what data has been updated.
