Bit of self-advertising here, but I have provided a fairly detailed write-up <http://sk53-osm.blogspot.com/2014/12/city-stripping-building-historical-road.html>of how I created highway vector data for the streets of Buenos Aires for 1870 and 1895 from current OSM data.
So far I have imported the earlier period into OHM. I hope this might help others contemplating trying to create a snapshot historical map of a city. Regards, Jerry
