i'm basically in agreement with this.

my rule of thumb for ghost tracks is that if there is a physical trace
of the track, it can go in OSM with appropriate tagging. as soon as
a track gets turned into a housing development and disappears, it
can move to OHM.

most of the proponents of keeping abandoned railways in OSM are
operating on the theory of physical evidence.
